Balder is an experimental system (brain child if you like) created by the guy behind Vanir Systems - Daniel Lewis.
The project started during an internship at the Knowledge Media Institute (a dept in The Open University) in 2007. It turned into Daniels undergraduate project at Oxford Brookes University, where he has written Balder using Ruby On Rails, written over 10,000 words of English for the final report (titled "Adding Semantics to Social Web Tagging Systems") and drawn up a poster.
The idea behind Balder is provide a bridge between the Web 2.0 (known for its usability and social networks) and the Semantic Web (known for its complex relationships that are stored in simple data types). Balder can relate tags together which has the instant effect of adding meaning, exactly like how a dictionary uses words to define words.
