9:17 Cochrane and Lyttle discuss communication with NI Water Interim Chief
» The Alliance Party of Northern Ireland News StoriesEast Belfast Alliance MLAs Judith Cochrane and Chris Lyttle have visited NI Water and discussed improvements made to customer communication with NI Water's Interim Chief Executive Trevor Haslett. They said that they are pleased that improvements have been made to help ensure that there is no repeat of the situation last winter where many customers could not access information regarding their water supply. Judith Cochrane MLA said: "Customer communication is such an important area particularly given the impact that harsh weather conditions had on our water supply last winter. It is very pleasing that additional telephone lines and call centre backup have been put in place at NI Water. "The organisation has done a significant amount of work to improve their communications structures and I am glad to have been able to take part in this visit and discuss this key issue." Chris Lyttle MLA said: "There must be no repeat of the situation last winter where many customers could not access information regarding their water supply. "NI Water appears to have heeded people's concerns regarding communication. They have increased the capacity of their website and they have also created facebook and twitter accounts to help relay more specific postcode information during major incidents. I am also pleased that NI Water have also increased their vulnerable care register and their backup water supply." 13:37 Cochrane raises concerns of construction industry at Assembly
» The Alliance Party of Northern Ireland News StoriesCochrane raises concerns of construction industry at Assembly East Belfast Alliance MLA Judith Cochrane today raised the concerns of the construction industry on the floor of the Assembly during a debate on public procurement. She highlighted the problem of securing work placements for construction trainees which prevents them from gaining their technical certificates, and suggested that the inclusion of social clauses within building contracts could help to address this problem.
Judith Cochrane MLA said: "Whether they relate to employment, apprenticeships or environmental sustainability, such clauses should be seen as an integral aspect of the public procurement process here. Arguably, through their implementation, our public spending return is likely to be much more beneficial, both economically and practically.
"I also raised the fact that many of our small construction companies find it difficult to break through the barrier to become a main contractor even if they have the relevant skills and expertise to deliver a project. By acknowledging previous experience of working as a sub-contractor on a similar sized project, the procurement process could help alleviate this problem."

» The Alliance Party of Northern Ireland News StoriesPhoto of Ali Mounstephen (PTA treasurer), Judith Cochrane MLA (PTA chair) and Christine Harper (school principal).
Alliance East Belfast MLA Judith Cochrane has organised a coffee morning that happened today to raise money for Macmillan Cancer Support at Greenwood Primary School Parents Teacher Association meeting. Judith is chair of Greenwood PTA. This event was part of Macmillan's world's biggest coffee morning campaign
Judith Cochrane MLA said: "Cancer affects a large number of people in our society, many of whom can face financial problems because they may no longer be able to work.
"This is why I decided to take part in the world's biggest coffee morning by organising our own event in Greenwood Primary School Parents Teacher Association to raise money for Macmillan Cancer Support.
"Macmillan does excellent work in supporting those with cancer but they can only continue to do so with donations and fundraisers such as this world's biggest coffee morning. I am proud to have contributed to their work today and I will be looking to do so again in the future."

15:41 Cochrane takes part in World Peace Day event at Stormont
» The Alliance Party of Northern Ireland News StoriesEast Belfast Alliance MLA Judith Cochrane has taken part in an event to mark World Peace Day today at Stormont and said the day offers the chance to reflect on the need to build a shared future in Northern Ireland. She took part in the Arts & Disability Forum event in the Great Hall at Stormont where people were making origami cranes to raise awareness and mark the day.
Judith Cochrane MLA said: "World Peace Day provides a great opportunity for people to reflect on the progress made in Northern Ireland and the work that still needs to be done to build the genuine shared future that is essential. I was very pleased to be able to take part in the Arts & Disability Forum event at Stormont to mark World Peace Day."Tackling division in our society is crucial to cement the stability we have, and to help us create a better and more prosperous society. Peace is a prize that should be cherished and it is vital that there is no complacency, and that every effort is made to continue to improve community relations here."

9:56 Cochrane taking part in scheme to promote healthy living
» The Alliance Party of Northern Ireland News StoriesEast Belfast Alliance MLA Judith Cochrane is, along with a number of other MLAs, going to take part in an eight-week initiative organised by safefood to try and have a healthier lifestyle.
Judith Cochrane MLA said: "Having a healthy lifestyle is so important and making a change in what you do and what you eat can make so much of a difference.
"I am very pleased to be taking part in this scheme and if it helps raise awareness and helps get people thinking about their lifestyle it will have been a success. Having a hectic lifestyle doesn't make it any easier but even taking small steps can have a big impact.
"I am taking the challenge and I would strongly encourage others to think about how they can improve their health.
"I know it's difficult to make changes like this and I am going to face many tasty temptations in the coming weeks, but I am looking forward to this challenge."

15:04 Cochrane says tackling fuel poverty must be key priority for government
» The Alliance Party of Northern Ireland News StoriesAlliance Social Development Spokesperson Judith Cochrane MLA has today spoken in the Assembly on a motion about fuel poverty saying the issue has reached crisis levels. She also took part in a photocall today at Stormont with Power NI to encourage customers to save on their energy bills.
Here are excerpts of Judith Cochrane's speech on fuel poverty (subject to change on delivery): "Fuel poverty has reached crisis levels. In Northern Ireland more than 60% of older people and 83% of lone older people are living in fuel poverty. Fuel poor households simply do not have enough money to heat and power their homes adequately. The consequences are debts, forgoing of essential needs, excess winter deaths, ill health and mental stress due to the difficulty of paying bills and living in cold homes.
"We can all remember last winter and the unprecedented freezing temperatures which lasted for such a long period of time. Many people faced financial difficulties when it came to heating their homes and trying to prevent frozen pipes. Even those who can usually comfortably heat their homes found that they had to make choices.
"Fuel poverty is fast approaching 50% of households. The main reason for this rapid growth is the 12% rise in fuel prices since 2003.
"Higher fuel prices drive fuel poverty up however, improved energy efficiency can bring it down.
Large amounts of energy and money are wasted trying to heat and power poorly insulated homes.
Bringing the homes of the fuel poor up to the energy efficiency standards of new homes could reduce fuel bills by an average of 52% and carbon emissions by 59% - taking the vast majority out of fuel poverty."Tackling energy efficiency in homes should be a key priority for the long-term. Whether that be loft and cavity wall insulation or double-glazing. Whilst I appreciate that DSD has this year invested some money in making homes more energy efficient this has not gone far enough. For example, of the 500,000 homes using oil, around 400,000 of these have old, inefficient boilers yet DSD funding aims to replace 1300 boilers.
"But this is not an issue for DSD alone. The Department of Health, Social Services and Public Safety must also recognise the serious health implications of fuel poverty, given the strong link between fuel poverty and costs to the NHS. For every pound invested in fuel poverty measures, 42 pence is saved in health costs.
"Something similar to The Energy Assistance Package that is being delivered in Scotland should be considered. There are 4 key steps to this package. No1 - to offer tariff advice - whilst I appreciate that we do not have as much choice as in the rest of the UK we do have some options to seek better tariffs with alternative providers.
No 2 - to provide energy efficiency advice.
No 3 - to bring together all the various energy efficiency initiatives into one programme so that all the options for home improvements can be accessed through a one stop shop. And finally, No 4 - to ensure income maximisation i.e. to offer assistance in obtaining all relevant benefits and sources of income."This joined up approach could focus our efforts in truly dealing with fuel poverty.
"Winter fuel payments are a significant benefit to older people and I would urge the Minister to do all he can to ensure that they continue to be paid at their current rates, as called for by Age Sector Platform.

"Fuel Poverty is a huge challenge but the Green New Deal can make significant inroads into tackling it. The Green New Deal proposal not only includes an insulation scheme to refurbish tens of thousands of existing but will also look at further use of renewable energy."

9:31 Cochrane hails plan for more protection for credit union savers
» The Alliance Party of Northern Ireland News StoriesAlliance Finance Spokesperson Judith Cochrane has welcomed a planned move which will see more protection for people who save at credit unions. The proposed change is that the regulation of credit unions is set to move next March from the Department of Enterprise, Trade and Investment to the Financial Services Authority and this means accounts will be underwritten up to £85,000.
Judith Cochrane MLA said: "Extra protection for credit union savers is crucial and we only have to look at what happened to the Presbyterian Mutual Society to see why a measure like this is so important.
"People work hard to build up their savings and it is vital that they are not lost if something goes wrong within an organisation.
"People who invested money with the PMS had a very long and worrying wait to find out what would happen with their savings and we never want to see a repeat of these troubling circumstances."

16:19 Cochrane expresses concern over Belfast bus crash
» The Alliance Party of Northern Ireland News StoriesAlliance East Belfast MLA Judith Cochrane has expressed her concern after a bus overturned outside Belfast Central Railway station on Sunday afternoon. Around 30 people were injured.
Judith Cochrane MLA said: "I am extremely concerned following this crash. I hope that Translink and the police will carry out a full investigation and get to the bottom of this accident and ensure that it does not happen again.
"I was shocked at the scale of this crash and the consequences of just a single bus overturning in an accident.
"I would like to wish a speedy recovery to those who were injured in this crash."

15:09 Cochrane concern at process for appointing next head of civil service
» The Alliance Party of Northern Ireland News StoriesAlliance Finance and Personnel Spokesperson Judith Cochrane MLA has expressed concern that the next head of the civil service in Northern Ireland could be appointed through an internal trawl rather than open competition.
Judith Cochrane MLA said: "We would like to see an open and public process for recruiting the next head of the civil service."It is vital there is total clarity and transparency on this issue because the public must have total confidence in the appointment process. This post is an extremely important role and I strongly believe it would be best to try and cast the net as widely as possible to try and gain the best possible person for the job."

8:46 Funding for Nomadic will be good for tourism – Cochrane
» The Alliance Party of Northern Ireland News StoriesAlliance Social Development spokesperson and East Belfast MLA Judith Cochrane has welcomed the news that the Nomadic, a tender ship for the Titanic, has received £3 million of funding from the Heritage Lottery Fund to help its restoration. The Department of Social Development which bought the vessel in 2006 has already said it will contribute £1 million of funding.
Judith Cochrane MLA said: "This is great news that the Heritage Lottery fund will contribute £3 million to the restoration of the Nomadic. It will be a big benefit for tourism in Belfast.
"This small tender ship is one of the few remaining links to the Titanic and it is only right that it is restored and kept at the birthplace of the most famous ship in the world.
"As we near the 100th anniversary of the sinking of the Titanic we are already seeing an increase in interest in the famous ship and this funding for the Nomadic will ensure that we can secure the future of this small tender."

12:12 Cochrane calls for more nursery places in East Belfast
» The Alliance Party of Northern Ireland News StoriesEast Belfast Alliance MLA Judith Cochrane has called on the Belfast Education and Library Board to provide more nursery places in East Belfast. There have already been changes to the application process that were lobbied for by Judith and Naomi Long MP, and this has resulted in more children in their immediate pre-school year receiving a place at nursery for the incoming academic year.
East Belfast MLA Judith Cochrane stated: "Due to a simple change to the admissions process we have begun to tackle the problem of oversubscription and ensure that those children in their final pre-school year receive priority. By working proactively with BELB and parents many months ago, I am also delighted to have secured an additional 16 places for East Belfast with an extra afternoon session at St Colmcilles pre-school playgroup."
"It's of paramount importance that the Department of Education ensures that the process delivers effectively for everyone and ensures that the system is easy to access. Every child deserves the best start in life and I believe pre-school education is a key element of this."I will be meeting the Chief Executive of the Belfast Education and Library Board next week to discuss the removal of July/August birthdays as an admissions criteria and to see what more can be done to increase nursery provision in the area."

21:13 Cochrane welcomes decision to continue the use of cheques
» The Alliance Party of Northern Ireland News StoriesAlliance East Belfast MLA Judith Cochrane has welcomed the decision by the Payment Council against axing the cheques by 2018.
Judith Cochrane MLA said: "I am glad that the Payments Council have listened to the public and decided against axing cheques by 2018. I had previously written to them and met with their representatives to raise the concerns of constituents regarding this.
"If we got rid of cheques completely then we would have seriously disadvantaged the elderly who still rely on them to manage their finances. Charities and small businesses would have also lost out.
"Local schools had contacted me, raising concerns as to how they would collect money for school trips in the event that cheques were abolished. They were worried that with the removal of cheques young children would have to carry more cash to school."

9:54 Cochrane says action vital to safeguard New York air route
» The Alliance Party of Northern Ireland News StoriesOn the day that MPs are due to hear evidence regarding air passenger duty, Alliance Finance Spokesperson Judith Cochrane MLA has called for action from the Westminster government to ensure Northern Ireland retains its air route to New York.
Judith Cochrane MLA said: "This is an issue of paramount importance. The New York route is an essential link for both business and tourism and to lose it would be a massive blow to Northern Ireland.
"Given that this route is thought to be worth around £20m annually to the Northern Ireland economy it is vitally important that we retain it.
"We need to see action from the Westminster government on air passenger duty to safeguard this route because the damage to the economy the loss of this flight could do is deeply worrying.
"Transport links and infrastructure are extremely important factors that businesses examine when deciding where to invest. We are in the process of looking at options to grow our private sector, like reducing corporation tax, and we simply must maintain this key link to North America."

9:33 Cochrane concern at consultant cost over-runs
» The Alliance Party of Northern Ireland News StoriesAlliance Finance Spokesperson Judith Cochrane MLA has expressed concerns at the findings of a Northern Ireland Audit Office Report which showed cost over-runs in 40% of the consultant contracts it looked at.
Judith Cochrane MLA said: "There are some deeply worrying findings within this report.
"Our public finances are facing massive pressures at present and it is very worrying that there were cost-over runs in 40% of the contracts that this report examined.
"We need to ensure that we get the best possible value for money from consultants. It is vital that there is strong financial planning and that projects are closely monitored to try and ensure work is delivered at the cost originally envisaged.
"Consultants play an important role in delivering projects but it is essential that we ensure the greatest efficiency possible."

16:28 Cochrane underlines need for more pre-school provision
» The Alliance Party of Northern Ireland News StoriesEast Belfast Alliance MLA Judith Cochrane has, in her maiden speech to the Assembly, pressed the Minister for Education about the need for more pre-school provision in Northern Ireland.
Judith Cochrane MLA said: "The lack of adequate pre-school provision has been a real issue across Northern Ireland and particularly in East Belfast.
"Children who have high-quality pre-school experience are better prepared for primary school and learn more quickly. It is absolutely vital that the Education Minister ensures the availability of a place for every child.
"We need action on this issue and I would be concerned if the Department was to merely conduct another lengthy review and not progress the recommendations as has been the case before.
"I would also like to take this opportunity to thank the previous Minister for meeting with Alliance representatives last September and taking on board our proposal to amend the application process to ensure that children in their immediate pre-school year would receive preference over those in their penultimate year. This has certainly made a difference in East Belfast this year but despite this change there was still a worrying oversubscription rate. Thankfully, by proactively working with the Department, BELB and parents in East Belfast, we have managed to secure another 16 places in St Colmcilles - a playgroup with an excellent reputation for quality pre-school provision.
"Obviously any decisions to enable demand across Northern Ireland to be met will have financial implications, but that should not stop us from planning for the best for our children. And in the short term the Department may have to take difficult decisions for example to convert some full time places into part time places in order to try and match pre-school provision with the number of P1 places in each area. Indeed, research indicates that there is no additional benefit for children who attend pre-school on a full time basis compared to those on a part time basis. Therefore the arguments for full-time have to be looked at within a social context for the family and the economy, and I believe a funding formula should be applied to enable smaller groups in rural settings to be sustained.
"The Pre-school Education Expansion Programme has gone a long way to improving provision, but more is left to do. Parents don't want and our children don't need review after review after review. If a wider review is to take place - let's give the commitment that action will then be taken quickly to implement recommendations and ensure that our children have the best start in their educational life no matter where in Northern Ireland they live or what background they come from. Let's face it - children only have one immediate pre-school year - and the longer this issue remains unaddressed, the more children are missing out."

9:47 Cochrane disgusted at arson attack in East Belfast
» The Alliance Party of Northern Ireland News StoriesEast Belfast Alliance MLA Judith Cochrane has expressed shock and disgust at an arson attack at a flat in Glenallen Street in the east of the city in which burning material was put through a letterbox shortly after 1am on Friday. A 34-year-old man was rescued from the flat by firefighters.
Judith Cochrane MLA said: "This is an extremely troubling incident. This must have been a very traumatic experience and I hope the man who was rescued recovers swiftly from this ordeal.
"I want to praise the bravery and excellent work of the fire service in rescuing this man. They have to contend with very difficult situations and their courage must be recognised. Anyone who can help police with their investigation into this should contact them immediately."

11:22 Cochrane welcomes PSNI policing commitments
» The Alliance Party of Northern Ireland News StoriesEast Belfast Alliance candidate Judith Cochrane has welcomed news that the PSNI has published ten new policing commitments and is sending them to homes across Northern Ireland.
Judith Cochrane said: "This is a very positive development. The PSNI are showing that they are delivering on the ground and are pledging to continue their good work. This is exactly the type of engagement that is vital and is of paramount importance in maintaining high confidence in our policing service.
"It is also worth also emphasising the achievements of David Ford as Justice Minister since the devolution of justice just over a year ago. David has delivered arguably the most ambitious and comprehensive piece of legislation that the Assembly has ever seen in the Justice Bill, which has placed greater emphasis on the needs of victims and delivered alternatives to prosecution to enable more effective delivery of justice.
"David has addressed the issue of legal aid to deliver more value for money and he secured an extra £245m of funding to tackle terrorism over the next four years, as well as overseeing the launch of a programme to deliver more efficiency in the prison service. He also launched a consultation on sentencing guidelines mechanisms to improve transparency and clarity on this very important issue. This is what Alliance can do, leading change at the centre of government."

13:28 Cochrane disgusted at vicious Dundonald attack

The gang broke into the man's home on Morven Park on Sunday night before assaulting him and causing damage to a television and furniture.
Cllr Judith Cochrane: "This was a vicious attack against a man in his own home. I am disgusted at those responsible for this crime. I can not comprehend the reasoning as to why somebody would do this. They are obviously callous individuals who have no respect for the well being of other people.

14:32 Long says peace rally demonstrates that society is united against terror
» The Alliance Party of Northern Ireland News StoriesAlliance Deputy Leader Naomi Long MP attended today's peace rally at Belfast City Hall organised by the trade unions to show people's revulsion at the murder of Constable Ronan Kerr. Naomi said the turnout demonstrated that people are united in standing against terror and violence.
Naomi Long MP said: "This demonstration was a genuine show of sympathy with the Kerr family at this very difficult time. It is a fitting tribute to Constable Ronan Kerr, who served the whole community and was a beacon of hope for a shared future, that a rally like this should draw support from right across the community.
"It is vital at this time that people stand together united in support of Ronan's family, in support of the police service and in support of peace.
"The targeting of catholic police officers is a deliberate attempt to drive catholic officers from the police service and to drive a wedge between the police service and the wider community. People have clearly shown that they will not allow this to happen.

17:09 Long pays tribute to Ronan Kerr at Westminster
» The Alliance Party of Northern Ireland News StoriesEast Belfast Alliance MP Naomi Long is today speaking in the House of Commons on the murder of Constable Ronan Kerr.
Speaking before the statement to House of Commons, Naomi Long MP said: "I would join with the overwhelming majority of people in extending my sincere sympathy to the Kerr family circle and Ronan's friends and colleagues at this difficult time.
"We have come so far and we cannot - and will not - allow those behind this callous murder to drag our community back. They have nothing to offer but misery, heartache and despair. That agenda is in stark contrast to that of Ronan Kerr and his colleagues who join the PSNI to serve the community, help those in need and build for the future.
"Constable Kerr's mother, Nuala, in expressing her own and her family's grief, also expressed how most of us feel when she said "We don't want to go back into the dark days again of fear and terror. We were so proud of Ronan and all that he stood for. Don't let his death be in vain."
Naomi Long MP continued: "The callous and deliberate targeting of young catholic officers is an attempt to drive a wedge through the PSNI and the wider community. The best tribute we can pay to Constable Kerr is to refuse to be deflected by those wedded to violence and to redouble our efforts to build that more united community and shared future for all."ENDS

14:49 Long quizzes Paterson on impact on NI of planned air charges
» The Alliance Party of Northern Ireland News StoriesEast Belfast Alliance MP Naomi Long has today in Westminster Questions to the Secretary of State, Owen Paterson, asked him how he will address any potential impact on business travel between Heathrow/Gatwick and Northern Ireland caused by air passenger duty and airport-levied passenger landing charges for regional flights.
Naomi Long MP said: "These charges could put a lot of extra cost pressures on passengers at a time when people are already struggling to make ends meet. I am particularly concerned at the impact this will have on business in Northern Ireland. These links are vital for attracting investment and building connections which are key to increasing trade for local businesses.
"I hope that the Secretary of State can see the significance of these routes and reconsider or seriously reform these charges which could seriously impact upon our economy here.
"This is a very challenging time and every possible effort must be made to help us grow our private sector. I fear these air charges which could damage travel links to London will have serious consequences for all of us."

16:17 Naomi Long calls for support for young care leavers
» The Alliance Party of Northern Ireland News Stories
Naomi Long, MP for East Belfast, has backed the launch of a national campaign calling for children in care to be given better financial support as they leave the care system. The On Our Own Two Feet campaign, led by children's charities Action for Children and Barnardo's, is calling for savings accounts to be set up to help young people as they leave care, by their corporate parent - the government. The new targeted, savings account proposed by the charities would be more cost effective too. Estimates show that it would cost £6.7 million, compared with the previous Child Trust Fund costing £500 million.
The Alliance MP met with young care leavers at the launch of the campaign in the Houses of Parliament and has written to the Chancellor, George Osborne, asking him to provide for a savings account scheme for children in care in the Budget on 23rd March.
Naomi Long said "Without additional financial support, some of our most vulnerable young people leaving care will be left struggling at a time when they need support the most.
"Most of us have had some help from our parents over the years, and most people do what they can for their own children, but youngsters leaving care can't rely on their parents. They need Government, who act as corporate parents, to give them some financial assistance to give them a good start in adult life. I fully support Action for Children and Barnardo's' call for a new savings account for this group of vulnerable children, and will do all I can to ensure they get the support they need to build bright futures."
Dame Clare Tickell, Chief Executive of Action for Children said, "Leaving care can be a frightening time for young people - they are often alone and fending for themselves at the age of 18 or even younger. We owe it to them to make sure that they, like many of those who are not in care, have savings that help them to plan their future. We are very grateful to Naomi Long MP for her support on this campaign to get more practical help to help them stand on their own two feet as adults.

12:25 Long in fairtrade fortnight bunting record bid
» The Alliance Party of Northern Ireland News StoriesNaomi Long MP joined Fairtrade Ambassador and five time Olympic gold medallist, Sir Steve Redgrave, in Parliament in a bid to break the record for the world's longest bunting.
The world record attempt is to mark this year's Fairtrade Fortnight and to highlight the Fairtrade Foundation's 'Great Cotton Stitch-Up' campaign - a drive to end unfair European cotton subsidies. West African cotton producers are some of the poorest farmers on the planet and yet, last year, had to compete with EU farmers who received over £600m in subsidies - the equivalent to Estonia's entire EU contribution.
The record for the world's longest bunting is currently 2,986 metres. Fairtrade campaigners and supporters around the country are aiming to reach at least 4,350 metres - over two and a half miles.
The final bunting will be displayed on World Fairtrade Day, 14 May.
Commenting, Naomi Long MP said: "It is scandalous that West African farmers who earn less than $1 a day cannot use their farming skills to trade their way out of poverty. As someone who sat on the Steering Panel which saw Belfast become the first Fairtrade city on the island of Ireland, I know that local people really care about trade justice and I am delighted to be backing Fairtrade in their bid to break the bunting record.
"Behind this campaign is a serious message to end unfair European cotton subsidies and to make trade fair. That's why I am supporting this bid, so we can help some poorest cotton farmers in the world make a decent living from their work."
Sir Steve Redgrave added: "I am delighted that Naomi Long is backing Fairtrade's campaign. I have visited West African cotton farmers in Mali and I have seen how hard it is make a living from cotton already. Farmers there are not asking for a handout, just a level playing field so they can improve their families and communities through hard work.
"Working together we can end these subsidies and make their live just a little bit easier."

» The Alliance Party of Northern Ireland News StoriesAlliance Regional Development Spokesperson Anna Lo MLA has said she is concerned that the independent report on the water crisis at Christmas may not have provided sufficient reassurances that such a crisis will never happen again.
Commenting on the independent report, Anna Lo MLA said: "Irrespective of perceptions regarding the choice of those who wrote and delivered the independent report, I have concerns that this particular report may not sufficiently reassure everyone regarding the effective delivery of water services for Northern Ireland.
Commenting on the Utility Regulator's report, Anna Lo MLA said: "The Utility Regulator's report on the crisis goes right to the heart of this very troubling issue and the Minister should study and act on its findings.
"The water crisis caused havoc for thousands of households over the Christmas period and it's only right and proper that we get to the bottom of this to ensure that such a situation never happens again."

14:38 McCarthy – Length of waiting list for outpatient operations is unacceptable
» The Alliance Party of Northern Ireland News StoriesAlliance Health spokesperson Kieran McCarthy MLA has criticised the Health Minister for failing to act on waiting list for outpatient operations. Over 54,000 people have been waiting more than 9 weeks for an outpatient operation despite the Ministerial target for there to be no person on the list for more than that period.
Kieran McCarthy said: "This is extremely worrying news that such a large amount of people are having to wait such a long period of time for an outpatient operation. This is completely unacceptable.
"I would like to see the Health Minister engaging more with the problems in his Department and deal with long waiting lists rather than getting involved in spats with Executive Ministers."

13:05 Hendron anger at vandalism at Short Strand chapel
» The Alliance Party of Northern Ireland News StoriesLocal Alliance Councillor Máire Hendron has expressed disgust at thugs who painted a graffiti threat against Neil Lennon on St Matthew's Church in the Short Strand area of East Belfast in the wake of the Celtic-Rangers match last night. Spotlights were also smashed at the church.
Cllr Máire Hendron said: "This is a disgrace and those behind this need to realise that they and their hateful acts are not welcome anywhere. Go and do something positive instead of committing acts of vandalism. Almost every time Rangers and Celtic play there seems to be issues. This nonsense has to stop now - we are all sick of it across East Belfast.
"This church has just been renovated and much money has been spent on it. It is a lovely building and I am absolutely disgusted at these acts of hatred. Those behind this need to be brought to justice and I appeal to anyone with information to contact police immediately."

12:51 Report should be catalyst for new approach to protect listed buildings - Muir
» The Alliance Party of Northern Ireland News StoriesNorth Down Alliance Councillor Andrew Muir has said he hope the recent Audit Office report which highlighted failures concerning how government protects historic listed buildings will provide impetus for a step change to deliver better protection and consevation.
Cllr Muir stated: "The Audit Office report shines a light on the lack of action from the NI Environment Agency to protect our built heritage. Whilst government agencies in other parts of Europe take strong action the Department of the Environment seems to prefer light touch regulation.
"Last year I discovered that the Department for the Environment have only issued two Urgent Works Notices in the last ten years. With many listed buildings falling into disrepair across Northern Ireland it is scandalous that government only used these valuable powers twice in the last ten years to preserve our past to deliver a vibrant, bright future for neighbourhoods and town centre's across Northern Ireland.
Concluding, Cllr Muir, who is also a member of Ulster Architectural Heritage Society, stated: "I hope the Audit Office report will provide impetus for a step change in terms of how government protects and enhances our built heritage. As stated by UAHS the listed building grant generates £4.7 for every £1 invested. Looking after listed buildings not only enhances neighbourhoods and town centre's but also makes economic sense. In the meantime I will continue to campaign for action to save our heritage across North Down, leading change to preserve buildings such as Cultra Station House and Stewarts Place, Holywood."

11:26 Kelly says Alliance plan on gritting will deliver results
» The Alliance Party of Northern Ireland News StoriesAntrim Alliance Councillor Neil Kelly said he is pleased that a winter gritting bill is part of the Alliance Party's legislative programme for the next Assembly term, stating he believes such a bill will deliver real results for people during difficult icy conditions. Alliance yesterday launched their Legislative Programme, the first of its kind ever published by a political party in Northern Ireland.
Cllr Neil Kelly said: "This bill suggestion is an important and very welcome proposal. It will provide clear lines of accountability as to who is responsible for gritting footpaths across Northern Ireland. This is greatly needed as we do not want a winter like the one we have just had where people in Antrim were stuck in their homes due to the severe weather conditions. Lack of gritting affected all of us but in particular older people and those with disabilities who are among the most vulnerable within our community. Business in Antrim Town centre also suffered greatly during this time as people were often unable to get to the shops.
"This plan for legislation and indeed the other proposed billd within the document clearly show that the Alliance Party is leading change in Northern Ireland."

NOTE TO EDITORS
Excerpt from Alliance Legislative Programme about their plans on gritting
Winter Gritting Bill
This Bill would address the current gaps in legislation which does not provide a clear duty on either the Department of Regional Development or District Councils with respect to the gritting of footpaths. This bill would also clarify the laws in relation to the liability faced by the public in clearing or gritting footpaths or roads.

» The Alliance Party of Northern Ireland News StoriesAlliance Foyle representative Keith McGrellis has described shots that were fired at police in Derry on Wednesday night as attempted murder. A number of officers were responding to a stolen vehicle when shots were fired in their direction, no one was hurt.
Keith McGrellis said: "These police officers were just doing their job, to protect and serve our community. They are there to ensure that we are able to go about our daily lives.
"This was clearly attempted murder. If you fire a gun at anybody, you are trying to kill them.
"I would urge anybody with any information about this shooting to contact the police. The people behind it must be apprehended by the police before somebody is killed."

16:29 Muir urges action to repair busy Holywood Road
» The Alliance Party of Northern Ireland News StoriesNorth Down Alliance Councillor Andrew Muir has welcomed news that the Roads Service are actively considering resurfacing Demense Road, Holywood. The Alliance Councillor has been lobbying the Roads Service to take action after receiving many complaints from local residents concerning the state of the road.
Commenting on the issue, Cllr Muir stated: "Following the recent cold spell the Demense Road has a lunar like surface. Pot holes are common place with tarmac falling apart and cars often swerving to avoid the pot holes. After contacting the Roads Service I have been informed that surface defects have been noted and repairs will be carried out in the next few weeks. The carriageway resurfacing programme for 2011/12 is currently being prepared and consideration is being given to including Demense Road within this programme".
Concluding, Cllr Muir stated "Whilst I welcome news that serious surface defects will soon be fixed, I call upon the Roads Service to include resurfacing Demense Road within their plans. People living, working or visiting Holywood should no longer have to travel across such poor road surface which is heavily used on a daily basis."

14:42 Ford launches Alliance Legislative Programme
» The Alliance Party of Northern Ireland News StoriesAlliance Leader David Ford has today launched the party's Legislative Programme containing proposals for bills which Alliance plans to put before the Assembly in the next term. Alliance is the first party ever in Northern Ireland to publish a programme of this nature.
David Ford said: "Politics is about providing solutions, and that's why Alliance is launching our legislative programme today. Northern Ireland needs fresh ideas and strong leadership.
"We are the first party in Northern Ireland to ever publish specific plans for legislation for a future Assembly term. We are leading change.
"I believe that one of the essential ingredients to attracting investment and new jobs is stability in our political institutions. A key part of that stability is making it a duty of all Departments to co-operate and collaborate to meet general objectives. These could include promoting community safety and combating crime; promoting public health; working for sustainable development; and promoting a shared future.
"Alliance is also leading change in proposing a Shared and Integrated Education Bill. This legislation would deliver incentives to develop shared and integrated education. We have so much potential in this area to save precious public money and improve community relations.
"Alliance is also proposing a Bill to deliver more shared housing in Northern Ireland. Our vision is one of people living together, being educated together and working together, for the benefit of everyone here. Northern Ireland cannot afford to miss any more opportunities to transform our society to one that is shared on every level.
"We would also implement an Education and Skills Authority Bill. This bill is vitally important as it would establish the Education and Skills Authority that will replace the Education and Library Boards and other bodies. This body will save money through economies of scale and standardise school support across Northern Ireland. Other parties have failed to agree on this issue but we believe that this Bill presents an opportunity to reform our education system for the better and save £21million in its first two years.
"Look at the crisis which left tens of thousands of people without water over Christmas. We would create a NI Water Governance Bill to transform the organisation into a mutual company. The current status of NI Water as a government-owned company is not sustainable, and bringing NI Water back under the direct control of the Department would undermine efficiency drives and drain our Block Grant dry. In contrast the mutualisation of NI Water would enable investment to replace outdated infrastructure and help us deliver essential efficiencies.
"The same extreme weather conditions which caused the water crisis last year, left many people in Northern Ireland unable to leave homes because the vast majority of footpaths remained ungritted. The lack of clear guidance on gritting was disgraceful and Alliance will put forward a Bill to address the gaps in legislation to provide clarity and ensure this vital work is being carried out.
"Alliance is also leading change for a greener society. Northern Ireland is covered by the UK-wide Climate Change Act 2008. However, the legal framework in Northern Ireland is insufficient to effectively deliver upon the obligations arising from that Act. We would create a distinct Climate Change Bill for Northern Ireland. There is strong support from a cross-section of stakeholders on the benefits from clarity on climate change duties and responsibilities.
"Northern Ireland is seriously out of step with other parts of the EU in not having an independent Environmental Protection Agency, and as a consequence its environmental governance is not fit for purpose. Alliance would introduce a Bill to Create an Independent EPA. Northern Ireland has the potential to be a leader in sustainability.
"Alliance will create legislation to reform local government to deliver improved services and greater efficiency. Legislation is required to complete the delivery of the local government aspects of the Review of Public Administration. We want to deliver better, more joined-up government. Northern Ireland has too many politicians but not enough leaders! Potentially over £400m could be saved over the next 25 years if this important change to local government is delivered.
"This is our ambitious starting point as a programme for legislation in the new term. Alliance works, Alliance delivers and Alliance is leading change."

12:24 Lo says water contributions could help save public sector jobs
» The Alliance Party of Northern Ireland News StoriesOn the day that NIPSA is holding a protest against potential public sector job cuts at Stormont, Alliance Regional Development Spokesperson Anna Lo MLA has said that revenue raising through fair customer water contributions could help save vital jobs in the health and education sectors.
Anna Lo MLA said: "We quite simply must have genuine revenue raising measures like consumer contributions for water to help prevent job losses in important areas like health and education. Only Alliance is leading change to raise money to protect jobs in this way. Ensuring water is properly resourced will save money from the block grant which can be spent on maintaining jobs and services.
"The public need to examine the question - would you rather save many vital public sector jobs or not pay for water? If people really look at the issue I think they would rather save their own, their mother's, father's, sons or daughter's jobs and protect the vital role they play in the health service, for example.
"The water crisis was not just caused by weather, the lack of investment in infrastructure was a massive factor. We need to get real about resourcing our public services and start balancing the books. That's why we need fair customer contributions for water based on income and usage.
"I want to see the jobs of those who provide vital services safeguarded, and we need to raise money to help protect jobs and services."

The vast majority of the public do not want to see violence on our streets. It is about time that these thugs realised that they do not have support from the community.

12:24 Alliance Hopes New Irish Government Leads to Enhanced North-South Co-operation
» The Alliance Party of Northern Ireland News StoriesNorth Down Alliance MLA, Stephen Farry, has congratulated Fine Gael and Labour in their successes in the Irish General Election and looked forward to increased North-South co-operation.
Stephen Farry stated: "The Alliance Party congratulates both Fine Gael and the Irish Labour Party on their very impressive election results.
"No one under-estimates the immense economic and financial issues facing what seems certain to be an incoming Fine Gael and Labour coalition government.
"More and more economic, social and environmental issues have a cross-border and all-island dimension. In these challenging times, it is important that neither the new Irish Government nor the forthcoming Executive in Northern Ireland become inward looking.
"Rather, Alliance believes that there are significant efficiencies and economies of scale can be found through enhanced north-south co-operation. This need not require new institutions and should happen irrespective of political and constitutional aspirations."

12:16 Kelly condemns attacks on firefighters
» The Alliance Party of Northern Ireland News StoriesLocal Alliance Councillor Neil Kelly has expressed disgust at continuing attacks on fire fighters in the Antrim area. The latest attacks occurred on Sunday night in the Castle Way area in Antrim town.
Councillor Neil Kelly said: "These attacks are potentially putting the lives of firefighters and the lives of the general public at risk. I am very concerned at reports suggesting that children were involved in these incidents.
"I would appeal to parents to ensure that their children are not involved in this reckless and destructive behaviour. I would also ask that all representatives across the community do all they can to stop such attacks. When the fire service and police are caught up in these incidents they are not able to respond to real emergencies and again this puts lives at risk.
"Meetings have taken place involving community groups, emergency services including the fire service and the PSNI, and local representatives but this disgraceful activity continues. I would appeal to anyone who has any information regarding these incidents to contact police as a matter of urgency."

17:47 Long and Lyttle "dismayed" by KFC Drive-Through planning decision
» The Alliance Party of Northern Ireland News StoriesAlliance East Belfast MP Naomi Long and MLA Chris Lyttle have expressed their anger at news that the Planning Appeals Commission has overturned a Belfast City Council Town Planning Committee and Department of the Environment Planning Service decision to refuse planning permission for a KFC drive-through on the Upper Newtownards Road in what is a predominantly residential neighbourhood.
The site is located between Ballyhackamore and Knock and comprises 327-329 Upper Newtownards Road and 1 Knockhill Park.
Naomi Long MP said: "I have represented residents concerns at every stage of this process and am bitterly disappointed that the Planning Appeals Commissioner has saw fit to overturn a DOE Planning Service decision, supported by Belfast City Council, to refuse what is a completely inappropriate application.
"There is united and widespread opposition to the opening of a drive-through restaurant on this site. Such development may be appropriate in a retail park or a motorway services, but it is not appropriate at the corner of a residential street, immediately beside a school. I have real concerns for the implications this decision will have on other similar applications in residential neighbourhoods across Northern Ireland.
Chris Lyttle MLA said: "I now have real concerns with regard to the fairness of the planning appeals process in Northern Ireland and share the intense frustration of local residents at the outcome of this appeal.
"People are rightly concerned that this development has the potential to lead to an increase in noise, litter, disturbance, and a loss of residential amentity, not least given the drive-through element of the proposal. We are also concerned that the entrance and exit which open right at the traffic lights which serve the neighbouring school will compromise road safety.
"This is a completely inappropriate form of development for this location and I am utterly dismayed that anyone with a reponsibility for planning would think otherwise."

13:31 Alliance challenges UUP to work positively in government or leave
» The Alliance Party of Northern Ireland News StoriesIn response to the behaviour of the Ulster Unionists in recent days, Alliance Party Chief Whip Kieran McCarthy MLA has challenged them to start being positive and help make government here work. Kieran McCarthy said that being in government is about constructive work and partnership, and he said the UUP must acknowledge that or leave the Executive.
Kieran McCarthy MLA said: "The current situation as regards the behaviour of the Health Minister is totally unacceptable. I am challenging the Ulster Unionists to be positive and help make government here work better or else leave. Government, be it voluntary or mandatory, is about constructive work and partnership. If the UUP can't cope with that they should go.
"Northern Ireland needs positive vision and constructive cooperation to deal with the economic and budgetary challenges facing the region. The Ulster Unionists certainly aren't providing any of these essential ingredients. Alliance is leading change in offering our own real solutions to current budget and economic problems through tackling division, having fair consumer contributions for water and creating jobs through a Green New Deal.
"Tom Elliott has called for proper opposition, and if he's not prepared to be positive he should take his party out of government and provide an opposition himself.
"The UUP's negative campaigning has hardly been popular at the polls, with them not able to pick up even one MP seat at the last election. The UUP must either start being constructive or leave government, and let those who are working together to make the best of a difficult situation get on with things."

13:30 Long calls for action on puppy farms
» The Alliance Party of Northern Ireland News StoriesAlliance MP Naomi Long has raised her concerns regarding the use of dogs bred on puppy farms being used to supply pet shops and has called on the Government to ban the sale of dogs by all but registered breeders to bring this cruel trade to an end.
Speaking after tabling an Early Day Motion to end the sale of puppies in pet shops and by third parties, Naomi Long MP said, "The cruel conditions in which dogs are bred in these puppy farms is something about which I have been concerned for some considerable time. Dogs are often held in appalling conditions, with no access to the outdoors and exercise or even day light, in some cases, and are bread intensively often until they die of exhaustion. Puppies bred in this way will often be sold to unsuspecting families when they are weak or ill and may not survive, causing distress to the new owners.
"Most people recognise that a puppy is not a retail commodity and, as such, they should not be sold in shops. It has also been shown by many animal welfare organisations that the majority of puppies sold in pet shops are the product of puppy farms.
"One way to end this form of animal cruelty is to make it illegal for anyone other than a registered breeder to sell a dog. That way the breeder will be regularly inspected to ensure that welfare standards are met and most responsible breeders will also want to be sure that the people who buy the dog are fully aware of its needs and whether it is compatible with their lifestyle. It is also clear if someone is selling a dog in other circumstances that they are breaking the law, and this could help with the reporting of illegal puppy farms to the police for investigation.
"DEFRA have the ability to enact subordinate legislation to the 2007 Animal Welfare Act to ban the sale of puppies in pet shops and indicated at the time the legislation was passed that this was an area they intended to focus on within 5 years so I have written to the DEFRA to ask that they consider bringing secondary legislation forward and have tabled the Early Day Motion to raise awareness of the issue in Parliament. I have also written to the Minister for Agriculture and Rural Development at the Assembly, seeking her support for similar moves in Northern Ireland."

13:29 Long seeks assurances regarding sex offenders register
» The Alliance Party of Northern Ireland News StoriesNaomi Long MP today urged the Home Secretary to ensure that there would be no loopholes created by the difference in approach of different UK jurisdictions to the Supreme Court ruling regarding the permanent retention of individuals on the Sex Offenders register. Naomi Long MP raised the issue in a question following an oral statement in the Common by Secretary of State, Rt Hon Theresa May MP this afternoon.
Speaking after the statement Naomi Long MP said, "The sex offenders register is a hugely important tool in protecting the public from sex offenders and we must ensure that there is no reduction in the protection afforded to the public due to different approaches taken in different devolved regions.
"In her statement, the Home Secretary highlighted the different approach which has already been taken by the Scottish Parliament in relation to this issue, and expressed concerns at its lack of robustness. The proposals which she has outlined today will apply only to England and Wales, and so I believe that it is vital that the NI Executive is properly consulted throughout this process and that any differences in approach between the devolved administrations do not lead to sex offenders being able to manipulate this situation by moving between jurisdictions, leaving the public more vulnerable.
"The Home Secretary has confirmed that they will be liaising with the NI Executive and the Justice Minister regarding this matter to ensure that this will not be the case.
"I also think that it is critical that the views of victims of sex offenders are heard in this process and I am pleased that the Home Secretary has indicated that this will happen as part of the development of detailed proposals."

13:28 UUP need to clarify stance on Executive says Alliance
» The Alliance Party of Northern Ireland News StoriesAlliance MLA Stephen Farry has responded following today's keynote speech by UUP Leader Tom Elliott. Stephen Farry said that Tom Elliott did not answer the most important and immediate question as to whether or not the UUP are prepared to stay in government.
Stephen Farry MLA said: "The UUP are again playing catch-up on the need for radical institutional reform. Alliance has consistently advocated a voluntary coalition, with a pre-negotiated government programme, full collective responsibility and an opposition. The rules do not provide this at present and Alliance is committed to making government work.
"Tom Elliott, in his speech, has not set out how he would convince others about the need for this type of change.
"The fundamental and immediate question that was not addressed by the UUP is whether or not they are prepared to stay in government in the short-term, and respect the collective processes that exist. It is not sustainable for parties to be both in and out of government, especially if they are not prepared to accept the most important decisions, such as budgets, that go to the heart of any coherent government."

13:27 Martin commends police on successful drugs raid in Lisburn
» The Alliance Party of Northern Ireland News StoriesLisburn Alliance South representative Stephen Martin hailed the efforts of the PSNI following yesterday's searches of a number of properties in the Lisburn area in relation to an investigation into conspiracy to supply and money laundering offences.
Stephen Martin commented: "I understand that the police have searched a number of houses in Lisburn in which they seized sums of money and significant amounts of illegal drugs as part of an investigation into criminal activity. I am appalled at any anti-social element intent on making a living on the backs of those who have fallen into the dangerous and destructive cycle of drugs.
"Those who break the law and destroy lives and communities through their illegal activities must know that people stand full square with the PSNI in their efforts to rid society of their poisonous influence. In my work I see day and daily the devastating impact of drugs on those who find themselves within the criminal justice system and those who find themselves on the receiving end of criminality."

13:26 LONG: Alliance will act on Transparency of Political Donations
» The Alliance Party of Northern Ireland News StoriesEast Belfast Alliance MP, Naomi Long, has expressed disappointment as the Order to extend anonymity to political donors in Northern Ireland formally passed through Westminster this evening; however, she said that from the next financial year Alliance would proceed to publish the information in line with the scheme annually on the Party website, as they remain committed to maximum transparency.
Published and promoted by The Alliance Party of Northern Ireland, 88 University Street, Belfast, BT7 1HE
Naomi Long MP said, "It is disappointing that, despite challenging the Prime Minister on this issue a number of weeks ago, the Order has now passed through the House this evening which will extend anonymity for donors to NI political parties for a further two years.
"Northern Ireland is a transforming place and bringing us into line with other regions would have been a progressive step at this time. I believe that the people of Northern Ireland have the right to know which individuals or groups are significant funders of local parties. They can then judge for themselves whether or not this influences policy, as electors can do in every other part of the UK.
"Alliance is committed to openness and transparency and so we have agreed to publish, in line with the general publication scheme, all donations to the Party of £7,500 or more from the next financial year onwards. I would challenge other local Parties who are serious about openness and transparency to do likewise."

13:25 Muir welcomes temporary reprieve for Portavo Reservoir but warns of flood risk
» The Alliance Party of Northern Ireland News StoriesNorth Down Alliance Councillor Andrew Muir has welcomed news that NI Water have agreed to defer the sale of Portavo Reservoir for a year until 2012 at the earliest.
Published and promoted by The Alliance Party of Northern Ireland, 88 University Street, Belfast, BT7 1HE
The Alliance Councillor has been Leading Change and championing the campaign to Save Portavo and other Reservoirs along with Alliance Ballyholme & Groomsport Representative Adam Harbinson.
The Alliance Representatives have also voiced their concern that thousands of homes could be flooded if NI Water proceed with their plans to sell Reservoirs across North Down including Portavo Reservoir near Groomsport.
Councillor Muir learned of the temporary reprieve for Portavo Reservoir from a campaign supporter who has been informed by NI Water that;
"Due to some minor outstanding legal issues which need to be resolved, we have decided to defer placing Portavo Impounding Reservoir on the open market in 2011/12. This may provide an opportunity for interested parties to discuss various options surrounding its sale."
"I welcome news that NI Water have decided to temporarily halt the proposed sale of Portavo Reservoir. The impact of a collective co-ordinated approach led by me has, I believe, already delivered a result but the long term future of Portavo and other Reservoirs is still uncertain. I am particularly grateful for the support provided by Lady Hermon MP"
Plans still exist to sell Reservoirs in the next few years at Portavo, Ballysallagh (Craigantlet), Conlig and both Church Road and Creighton's Green in Holywood.
Continuing, Cllr Muir stated "I am therefore now seeking a meeting with the Water Minister to discuss how the Department for Regional Development and NI Water intend to proceed. It is imperative that government takes the lead and ends the uncertainty surrounding the future ownership of the reservoirs".
Councillor Muir recently launched a number of initiatives to save our reservoirs including a petition at www.andrewmuir.net and a plan to deluge the Minister with letters of objection following a well attended Public Meeting convened by Cllr Muir and Chaired by Alliance representative Adam Harbinson, which attracted over one hundred people including North Down MP Lady Sylvia Hermon, MLAs and Councillors.
Commenting the issue, Alliance Ballyholme & Groomsport Representative Adam Harbinson stated: "Government must take the lead in exploring and consulting upon an alternative financially sustainable future for the Reservoirs. It cannot be left to the community and relevant wildlife organisations to try and map out a new future for the Reservoirs without any steer from government. Such a future must attract widespread support from the community, ensure security of supply, minimise flood risks, protect wildlife and the environment generally whilst also allowing users to continue their current activities in a safe manner.
People are strongly against NI Water's plans to sell seven reservoirs across North Down on the open market including Portavo Reservoir near Groomsport. Many people have contacted me angry that NI Water has the audacity to consider sale of the Reservoirs when many homes across Northern Ireland were recently without water. A new future must be found which doesn't involve them being flogged to the highest bidder"
News that NI Water intend to delay the sale of Portavo Reservoir coincides with shocking development that no powers are in place to regulate the safety of private reservoirs.
North Down Alliance MLA Dr Stephen Farry recently found this out after asking the Agriculture Minister to outline her responsibilities in relation to regulation of Private Reservoirs.
Responding to this information, Councillor Muir stated "I am shocked that NI Water were considering sale of reservoirs such as Portavo when no appropriate legislation is in place to ensure future owners maintain the reservoirs in an appropriate manner to ensure nearby homes aren't flooded in the event of failure.
Commenting on this development Ballyholme and Groomsport Alliance representative Adam Harbinson stated "Whilst government acknowledges this gap in regulation work is still ongoing to put the necessary legislation in place. With the Minister acknowledging the existence of 104 private reservoirs which could impact upon 36,000 people if failure occurred plans to sell Portavo Reservoir should be shelved until all issues can be fully considered and resolved. Passing more reservoirs into private hands at this time would clearly worsen the flood risk.
"I intend to hold a meeting in the Groomsport area soon to gather together people who want to assist Andrew and I to stop the sale of Portavo and other Reservoirs. Anyone interested in coming along and helping in the Campaign to Save our Reservoirs will be most welcome. Please contact Andrew via email mail@andrewmuir.net Every little helps, from getting people to sign the Save our Reservoirs petition at www.andrewmuir.net to lobbying the Minister and MLAs together we can fight NI Water's plans to sell Portavo and other Reservoirs."

Cllr Billy Webb said: "Alliance is the only party that is offering real solutions to Northern Ireland's problems. While others may continue to peddle their tribal politics at the neglect of the public, Alliance has a hard working team of politicians at all levels and has delivered for the benefit of all. I would like to continue to represent constituents across the entire Macedon area. I seek to make Newtownabbey a better and safer place to live in and work in.
"Alliance is the only party that truly has a shared future at the top of our list of priorities. We want to see Northern Ireland fully achieve its potential but this will not happen until the cost of division is tackled."
Pat McCudden said: "I have seen a major change in the past year with more and more people coming out and supporting the Alliance Party, particularly from areas that we did not get much support from previously. They are realising that we have been making decisions and suggesting proposals that are aimed at moving Northern Ireland towards a more prosperous and shared future. We have repeatedly called for the cost of division to be tackled and finally our message is being adopted with moves to increase shared education.
"There have been some highly charged arguments in Newtownabbey council in recent years, and if elected, I hope to work on the Council to ensuring decisions are made, services delivered and to stop others from cheap political point-scoring."

11:58 Muir delivers sweet smell of success with progress on Kinnegar sewage issue
» The Alliance Party of Northern Ireland News StoriesNorth Down Alliance Councillor Andrew Muir
North Down Alliance Councillor Andrew Muir has delivered real progress to end the Kinnegar sewage pollution problem with a £3million solution now in the pipeline as a result of his dogged determination to end the problem which has affected Holywood for many years. The Alliance representative has praised NI Water for their work to date but is now calling upon them to implement the solution without delay.
Cllr Muir has been working relentlessly to end the problem and last year secured investment in the region of £100,000 to identify the source of the problem. It is expected that the required solution will cost up to £3million.
Commenting on the issue, Cllr Muir stated "I recently met with senior officials from NI Water who were able to tell me that on the basis of an interim report a solution is in sight which will involve sewage overflowing into a large tank rather than into the scenic Kinnegar lagoons. It would then be discharged into Belfast Lough in a controlled manner in full compliance with relevant environmental standards.
"I understand that the proposed solution will be given the green light once the final report is received in the next few weeks and approval is given from relevant key people in NI Water. As soon as approval is given planning and implementation of the solution will take place. It is forecast that planning could take 6-8 months whilst implementation could also take the same amount of time.
"Whilst I am disappointed that it may take so long to implement a solution, I commend NI Water for the work undertaken to date which included an extensive survey involving advanced computer modelling. NI Water seem keen to plug the problem and also intend to investigate a way to repair the damage done to the lagoons to ensure they are returned to their sewage free state.
"I do however call upon NI Water to explore all avenues possible to ensure the sewage smell and pollution is banished for good. It is unacceptable that we will have to endure another smelly summer with wildlife and the environment generally at continued risk as a result of this pollution. People working and living nearby should no longer have to put up with such a pong, with some nearby workers recently sick as a result of the smell.
"Whilst NI Water are now regularly cleaning pipes in the area to stop the build up of debris this will merely reduce the problem not eliminate it. I am delighted to be able to report that a solution is in the pipeline as a result of my efforts but want to see the problem plugged as quickly as possible."

23:20 Long comments following shooting incident death in East Belfast

Following an incident at a petrol station on the Albertbridge Road where a man was shot dead by an off-duty police officer during a suspected robbery, East Belfast Alliance MP, Naomi Long said: "This is clearly a tragic and traumatic situation for all of those involved and our thoughts are very much with them all at this time.
"It is also very disturbing for people living and working in the wider area. The incident and the circumstances surrounding are now subject to both a Police investigation and a Police Ombudsman's investigation and so any further speculation or comment regarding the circumstances would be unwise as it could prejudice the outcome of that process.
"I would urge anyone who may have witnessed the incident or the events leading up to it to come forward to the Ombudsman to assist them with their investigation."

15:00 Time to end division - change for the better
» The Alliance Party of Northern Ireland News StoriesLagan Valley Alliance MLA Trevor Lunn has issued a call to the government to urgently tackle tribal division which costs people here £1 billion every year. He said that given the massive cuts imposed on Northern Ireland there can be no excuse not to address the issue immediately.
Trevor Lunn MLA said: "The forthcoming budget presents us all with serious challenges but it provides government with a chance to demonstrate a new ambition to tackle segregation. We can try and offset some of the damaging cuts to vital services by saving the cash wasted on division. There is now an opportunity for government to focus on starting to tackle this issue which has damaged our society so much both economically and socially.
"Now is the time for Northern Ireland to turn over a new leaf and become a truly united community.
"With all the devastating cuts that have been forced on us by Westminster , now more than ever politicians in Northern Ireland must start tackling division. We need to balance the books and the biggest waste of money in our society is segregation.
" Alliance has been consistent in highlighting this problem over the years and will continue to lead change and keep the pressure on other parties. It would be a disgrace if other parties here did not to come on board with Alliance in our long-standing campaign to end segregation.
"Tackling division is a double win situation because not only will it help save cash, it will also improve community relations, through the provision of more shared and integrated schools and public services.
"This is a long term project, but we have to start now and the problems posed by the Westminster cuts should be an opportunity to focus minds and deliver a shared future."

10:45 Martin welcomes opening of Lagan Valley midwife unit
» The Alliance Party of Northern Ireland News StoriesAlliance Lisburn South representative Stephen Martin hailed the opening of the new Midwife Led Unit at Lagan Valley Hospital ensuring the continuation of maternity services in the city.
Stephen Martin said: "It was clear that local people did not want to see the removal of local maternity services by the Minister and as a result of the long running campaign led by staff, patients, Lisburn City Council & the Ulster Star, I am delighted that we have seen the opening of the new facilities. The campaign to retain maternity services shows what can be done in this era of austerity if people work together to achieve a result which at one stage looked lost.
"Congratulations must go to all involved especially the staff whose professionalism and service in the transition period to the new unit continued to be of the highest standard."

16:58 Duncan encourages people to counter scams by binning material
» The Alliance Party of Northern Ireland News StoriesCastlereagh West Alliance Councillor Sara Duncan has called on people to use dedicated bins at Trading Standards Offices to dispose of literature on scams. Her call comes at the start of the annual Scams Awarness Month.
Cllr Sara Duncan said: "So-called 'Scamnesty' bins have been provided in specific locations by the Office of Fair Trading to allow people to dispose of this type of literature.
"One of these bins is located at the Trading Standards Office at 176 Newtownbreda Road and I would encourage people to use this facility.
"It is shocking to hear that people in Northern Ireland are losing around £100million annually because of scams, and those involved in them must be brought to justice."

16:29 Campbell comments on judgement about landfill death
» The Alliance Party of Northern Ireland News StoriesNewtownabbey Alliance Councillor Tom Campbell has said that a case involving waste firm Biffa following the death of a David Layland at a landfill site in Mallusk should act as a warning to other employers regarding the paramount importance of health and safety issues.
Cllr Tom Campbell said: "This incident was a real tragedy that must never be forgotten. This case must evoke terrible memories for the family and friends of Mr Layland, who have suffered so much, and my thoughts are with them at this extremely difficult time.
"This case should act as warning to other employers for the need to take the health and safety of their employees as their paramount consideration.
"The judge stated that the dangers on the landfill site were both obvious and recognised. He also found that there was a substantial failure regarding Biffa's health and safety measures. This case should warn employers of need to place health and safety measures at the top of their agenda."

12:43 Hendron success in traffic calming campaign
» The Alliance Party of Northern Ireland News StoriesLocal Alliance Councillor Máire Hendron has been campaigning for traffic calming in the Madrid Street/Bryson Street area of inner East Belfast and is pleased to announce that Roads Service has agreed to provide the scheme.
Cllr Máire Hendron said: "This is excellent news for people in Bryson Street and Madrid Street.
"There has been an evident issue with cars driving too fast down these residential streets and I am pleased Roads Service is going to act on my request for traffic calming measures. We were approached by a number of residents who have very valid concerns regarding this issue and we contacted Roads Service to request traffic calming.
"This is an area where many families live, and young children in particular are being put at risk by those who drive at excessive speeds on these streets. I am very pleased that Roads Service can see the need for this scheme and have agreed to provide it. They have informed me that they hope to commence work on it early in the next financial year."

14:34 Hendron presses DUP on integrated education in Belfast
» The Alliance Party of Northern Ireland News StoriesAlliance Belfast Councillor Maire Hendron is proposing an amendment to a DUP motion on an integrated education system in Belfast City Council tonight. The DUP are proposing a motion that is calling for a commission to be set up to look at how a single integrated education system can be established. The Alliance amendment replaces the DUP motion with new wording to commend the work carried out by the existing body the NI Council for Integrated Education and that all children to attend a school in an education system of their choosing.
Cllr Maire Hendron said: "Given the economic cutbacks that we face I can not understand the reasoning behind the DUP proposing to set up a new commission to look at an integrated education system. I am even further perplexed at this motion when a similar body in the shape of NICIE already does excellent work at promoting integrated education.
"The Alliance Party have been leading change to deliver more integrated education but we have always stated that it should not be made compulsory. There should always be a freedom of choice.
"I have been wary of the DUP's reasoning behind their call for an integrated school system in recent months. I do not believe they support the principles of a genuine shared future, I am concerned that they are using it as a smoke screen for another objective.
"A shared future is not about trying to force people into doing things that they do not agree with. It is about allowing people a choice about where they live, socialise or go to school."

Note to editors
New motion proposed by Cllr Hendron
"This Council recognises the valuable work done over many years by the Northern Ireland Council for Integrated Education in promoting and developing integrated education in Northern Ireland. While believing that a system of integrated education cannot and should not be imposed upon the people, this Council nonetheless, fully supports the work of NICIE and calls upon the Assembly within the terms of already existing legislation to adequately fund and support NICIE".

12:26 Long condemns East Belfast armed robbery
» The Alliance Party of Northern Ireland News StoriesAlliance Castlereagh Councillor Michael Long has condemned an armed robbery of a filling station on Rosetta Road on Monday night. A man carrying a handgun entered the premises and threatened staff before making off with a sum of money. No one was injured.
Cllr Michael Long said: "I was shocked at this crime in what is a very busy street in Belfast. To threaten a member of staff with a handgun shows a complete lack of respect for the lives and wellbeing of other people.
"I hope that the members of staff involved in this incident are able to get over what must have been a traumatic experience for them.
"If anybody has any information about this robbery then they should contact the police. I hope that he will be apprehended by the police quickly and be given a harsh punishment by the courts.

11:00 Lyttle sponsors football play at Stormont
» The Alliance Party of Northern Ireland News StoriesChris Lyttle MLA, Padraig Coyle (The Belfast Celtic Society) and Michael Boyd (Irish FA)
On 17th February at 7.30pm, the Irish FA, in association with the Belfast Celtic Society and Healing Through Remembering (a community relations project), will play host to a ground breaking piece of drama as well as a facilitated Dealing With The Past interactive workshop in the Senate Chamber at Stormont Buildings, Belfast.
The drama, entitled Lish and Gerry At The Shrine is based around two Northern Irish Football legends who crossed the sectarian divide in the 1940s. Elisha Scott was the Protestant manager of Belfast Celtic while Gerry Morgan was Linfield's Catholic trainer.
With the valued support of EU Peace III funding the drama deals with sectarianism in football and touches on several issues that exist in today's society. Also challenged are some of the stereotypical perceptions surrounding Linfield and Celtic. In spite of their fierce rivalry, the two clubs had a more positive relationship with one another than many realise.
Lish and Gerry At The Shrine will be followed by an interactive workshop which will examine the progress that has been made in promoting community relations within the local game.
Michael Boyd, head of Community Relations at the Irish FA said, "This witty, clever and moving drama was first shown at Windsor Park in 2010 and was so successful that a group of local MLAs decided to bring the event to Stormont. The Association has learnt from the past and moved on to become a community focused organisation which is mainstreaming community relations into the heart of the Association.
"We are proactively supporting Irish league clubs to further mainstream community relations with regards to helping them with free community audits, development of community relations strategies and developing sustainable funding plans to support these strategies," added Boyd.
Padraig Coyle, Chairman of Belfast Celtic Society said, "Apart from the personal satisfaction of writing the drama, it's very rewarding to see how the Lish and Gerry characters have encouraged people into talking about the past. At the heart of it all they were football men who shared a common love of the game and had great respect for each other."
East Belfast Alliance MLA Chris Lyttle said: "It is a pleasure to sponsor the performance of this challenging play at the Assembly and to support the great work of the IFA to contribute to improved community relations in local football and the wider community in Northern Ireland.
"Whilst our political leaders continue to struggle to reach agreement around building a shared future and dealing with the past, community reconciliation initiatives like this creative performance are demonstrating what can be achieved when we work together."
